How to Apply Webinar Series

 

The CSBG T&TA Program for Tribes & Tribal Organizations and the Office of Community Services (OCS)  host an annual four-part webinar series to assist prospective and current grantees to prepare for their Community Services Block Grant (CSBG) applications!

How to Access Training:

OCS CSBG Action Transmittal

 

Detailed instructions regarding the CSBG Tribal Plan and application material requirements are updated by the Office of Community Services (OCS) each year and published via a Dear Colleague letter with an Action Transmittal attached. For your review, feel free to access this year’s CSBG Action Transmittal: CSBG Action Transmittal 2019-03 Application for Fiscal Year (FY) 2020 Based on the Availability of CSBG Funds.

Application & Annual Report Submission

 

Deadlines

CSBG Tribal Plan and application materials are due by September 1 every year.
CSBG Tribal Annual Report is due by December 30 every year.

Policy Updates for the CSBG Tribal Plan and Application Requirements:

  • Original Signatures for Statement of Assurances: When submitting the CSBG Tribal Plan Application, one of the documents you MUST provide is CSBG Statement of Assurances with an original signature provided by the Tribe’s Authorized Official. Starting in FY 2020 original signatures will only need to be provided every two years. If you have the same Authorized Official in 2021 as you did in 2020, you do NOT have to send in a new CSBG Assurances document in 2021. If you have a new Authorized Official in FY2021, you must send in a new CSBG Statement of Assurances, signed by the new Authorized Official.
  • Proof of Public Hearing: When submitting the CSBG Tribal Plan and Application, you must provide proof that a Public Hearing took place to discuss the CSBG Tribal plan with Tribal leaders and the community.  In order to provide proof of the Public Hearing, one must provide (1) a copy of the Public Hearing announcement and (2) the date, time and location of when the actual hearing took place.

Prospective Grantees

Prospective grantees include applicants who have never received CSBG funds before and are applying for the first time. Prospective applicants must provide all required materials for a complete CSBG Tribal Application package. The first step in applying for CSBG funds for prospective applicants is to email OCS CSBG Tribal Program Specialist (sara.lee@acf.hhs.gov) a copy of the Tribe’s EIN and DUNS Number and a copy of the Tribal/State population agreement document signed by the Tribal CEO/Chief or chairman and the CSBG State office executive director.  Prospective applicants will then follow the submission instructions provided by OCS.

Current/Renewing Grantees: One Year Plan

All current/renewing grantees on a one-year Tribal Plan (FY 2020: 10/01/19 – 9/30/20) must complete a new electronic SF-424M form with up-to-date information, as well as, a complete application with all required materials and original signatures via the OLDC System.

Current/Renewing Grantees: Two-Year Plan

All current/renewing grantees in the middle of a two-year plan (10/01/18 – 9/30/20) must complete a new electronic SF-424M form with up-to-date information, as well as, a complete narrative Annual Report (by December 30th) via the OLDC System.  All current/renewing grantees at the end of the two years (10/01/17 – 9/30/19) must submit a new electronic SF-424M form, a completed application with all required materials and original signatures, similar to grantees on a one-year plan.
