Meet the Team
Lux Consulting Group, Inc. is proud to serve as the Community Services Block Grant (CSBG) Tribal Training & Technical Assistance Program provider, under contract with the HHS/ACF Office of Community Services. Our team is happy to offer online webinars, in-person training, and 1:1 phone consultations free of charge to all current and prospective CSBG grantees in Native American communities.

Nicole Oxendine
Director
Nicole Oxendine has over 20 years of experience leading creative transformation strategies at the national, state and organizational level. She has a proven talent for facilitating complex and high-profile program development efforts, including successful strategic planning processes, collaborative initiatives, and outreach campaigns. With a commitment to empowering women, children, and Native communities, Nicole has held senior positions in several key national organizations, including the Smithsonian’s National Museum of the American Indian, the Children’s Defense Fund, and the National Women’s Law Center. Nicole is also a proudly enrolled member of the Lumbee Tribe of North Carolina.

Monica Toya
Training & Technical Assistance Program Associate
Monica is an experienced Tribal program administrator and grants manager responsible for policy, procedure and process improvement initiatives at the Pueblo of Jemez. Monica brings over fifteen years of experience with the Low Income Home Energy Assistance Program (LIHEAP), Community Services Block Grant (CSBG), Low-Income Household Water Assistance Program (LIHWAP), as well as the Administration on Aging’s Title VI Program. As a member of the National Energy and Utility Affordability Coalition (NEUAC), Monica worked to ensure Indian Country is represented nationally. She is also the proud mother of three.
